after many trials and error client found out if he right click on the elig or dmefree icon and open as administrator the problem is resulved and elig runs fine.
Visa Home edition doesnt allow even the administrator to grant access to admins for the windows folder, that is what blocks DMEFREE ELIG or DMEFREE from updating or even creating the INI configuation file needed.
